Agreed to legal agreements but still get "required agreement is missing or has expired"
We've been notarizing apps for a while now and have been through agreement changes before. But we still keep getting the following error when trying to notarize: Conducting pre-submission checks for myapp.dmg and initiating connection to the Apple notary service... Error: HTTP status code: 403. A required agreement is missing or has expired. This request requires an in-effect agreement that has not been signed or has expired. Ensure your team has signed the necessary legal agreements and that they are not expired. We've been through every document in our account to ensure it is signed. Is there any way to determine what document is not signed or what our issue is ? ...thanks

Notarization submissions stuck "In Progress" for 24+ hours - new team first submissions
Hi, I'm notarizing my Electron macOS app (DMG) for the first time with our new Developer ID, and most submissions have been stuck in "In Progress" for over 24 hours. Environment: Team ID: BSS9KAH6Z2 Certificate: Developer ID Application (valid until 2031) Tool: xcrun notarytool submit (Xcode CLI) App: Electron 28, signed with hardened runtime File: DMG (~131MB), 104 files inside .app What happened: Total 19 submissions over the past 24 hours Only 4 were Accepted (2 DMGs + 2 zips) The other 15 are still "In Progress" with no log available The 4 Accepted ones took 1~1.5 hours each codesign --verify --deep --strict passes with no issues Accepted submission log shows "issues": null Apple System Status shows "Developer ID Notary Service: Available" What I've tried: Submitting as DMG directly Submitting as ditto zip of .app Submitting via electron-builder's built-in notarize Using both app-specific password and keychain profile auth Verified entitlements (allow-jit, disable-library-validation) Since some submissions did get Accepted, I don't think there's an issue with my signing or configuration. Is this expected for first-time submissions from a new team? Is there anything on Apple's side that needs to be configured for my team? Any help would be appreciated. Thank you.

Error 7000 — Locked out of notarization and support portal, seeking guidance
Hello, I am the Account Holder for VectorForge LLC (Team ID: WCFQ8X3RVH). I have been blocked from notarizing any macOS application since at least March 2026. Most critically: I am now unable to submit any new support ticket through the Apple Developer portal at all. Every attempt returns "There was a problem processing your request." I have no notarization access and no support access. I am asking: Is there a formal appeal process for accounts in this state? First-time Notarization for new Mac app stuck in "In Progress" for 3 days
Hello, I am a new macOS developer. I've been working on my first Mac application and I am trying to notarize it for distribution using notarytool. However, I've encountered a persistent issue where all my submissions are stuck in the "In Progress" status for several days. As this is my first time going through this process, I initially thought I might have done something wrong. However, I have verified my app with codesign --verify --verbose --deep and it returns "valid on disk" and "satisfies its Designated Requirement". I have also tried bumping the version from 0.1.0 to 0.1.1 and removing spaces from the file names, but the new submission is also stuck. notarytool not completing
I'm trying to sign my application but the build times out after 90 minutes waiting for notarytool to return. This seems to be getting worse and worse. I have now updated the timeout to 10hours, to see if I can get a response at all. Something is very wrong with the tool. This was working fine up until about the 28th March 2026.

DMG notarization stuck In Progress 8+ hours — 12 submissions, all showing in-progress, not able to found any log related to any submission id.
Team ID: MB9VR977ND We have changed apple developer account for the our application, after changing account we have submitted app for notarization multiple times but all showing in-progress without any logs. do we need to wait until this passed from apple side ? does submitting many request has any issue ? DMG notarization stuck In Progress 19+ hours — 8 submissions, no logs, ZIP accepted immediately
We have 8 consecutive notarytool submit submissions for the same .dmg artifact all stuck In Progress with no movement and no logs available. Submission IDs (all Recall-0.3.6-arm64.dmg, Team ID: H9S7XRPUCA): Diagnostic evidence: notarytool log on all 8 returns exit 69 (log not available) — no rejection reason, no processing output The app bundle submitted as a ZIP (same binary, same signing, submission d21e9fea) was accepted in 41 seconds at 2026-03-27T02:15Z A separate probe submission of a small signed binary on the same team (fcf018c5) was accepted in ~5 minutes All prior Recall DMG builds (0.1.0–0.3.5) processed normally in ~8 minutes on this same team Normal processing time for this team/account is ~8 minutes Conclusion: Content and signing are clean. Account queue is healthy. The issue appears specific to the DMG submission path for this build. Requesting Apple investigate the stuck DMG submissions and advise on next steps.

Notarization stuck "In Progress" — both DMG and ZIP, Electron app, 5+ attempts
All notarization submissions remain stuck "In Progress" and never complete. Tested both DMG and ZIP formats — same result. This has been consistent across 5+ attempts on March 29, 2026. App: Electron desktop app (arm64), signed with Developer ID Application, hardened runtime enabled, secure timestamp present. DMG submissions (all stuck): 568cc9c3-e711-41ba-99ce-6af5a1860ae9 (10 min timeout) e0a345c3-ddf8-4771-bdda-e0bc133ff723 (20 min timeout) 6757e5a9-d95b-45b3-95d5-41cb23384bea (20 min timeout) ZIP submission (.app bundle via ditto, ~207MB): Also stuck "In Progress" for 10+ minutes notarytool log returns "Submission log is not yet available" for all submissions. Developer ID Notary Service shows "Available" on System Status page. Environment: macOS GitHub Actions runner (macos-latest), latest Xcode, xcrun notarytool. Seeing similar reports from other developers this week. Is there a known service issue?

Notarization stuck "In Progress" — app uses audio, clipboard and accessibility APIs
Hi, My first notarization submission has been stuck in "In Progress" for several hours with no status change. I'm wondering if it's being held for in-depth analysis given the nature of the app. The app is a macOS dictation utility triggered by a global hotkey. It captures audio input, transcribes it, and pastes the result at the cursor position in whatever app the user is focused on. Because of how it works, it relies on a combination of APIs that may be less common in typical submissions: continuous microphone access, programmatic clipboard manipulation, global keyboard event monitoring, and Accessibility APIs to inject text into the frontmost application. This is the first submission for this app, so there's no prior notarization history for the system to learn from. Is this the kind of profile that typically triggers in-depth analysis? Is there anything I should check or provide, or is waiting the right move here? Thanks

xcrun -v notarytool -> rc = 69
The following process to sign my .pkg installer for distribution outside the app store have been working for over a year and recently the notarization fails with a rc = 69. I not aware of any changes other then xtools updates for the latest macos 15.6.1. Admittedly I felt lucky to have gotten it all to work initially and I could really use help. Thanks in advance! Code Signing "Invalid", No Reason Given
Hello, At work, we want to release a new version of our cross-platform desktop application this week. Unfortunately, I've had issues getting the dmg signed by the Apple notary service, which will delay the release until it's successful. However, I remade and successfully signed the previously released version (also dmg) with the same credentials, so I know it's not a problem with the file format or my account. I have tried the following to no avail: Lots of Googling Running xcrun notarytool submit with the -v option (verbose) to see more error messages Going to the URL given (appstoreconnect.apple.com/notary/v2/submissions/{submission_id}) and examining the file it downloaded (not much info, let alone helpful info) Contacting Apple developer support over the phone (they couldn't help with this particular issue, since it's "code-level support") The only big change we made this time was switching to Maven for our build tool and dependency management (we previously used Ant with manual dependency management). Does anyone here have any insight? Is there a list of known issues or dependencies that will cause a submission to be invalidated? Or, even better, any way to see why the submission is invalid? I'm distributing a macOS .pkg installer signed with Developer ID Installer and notarized via notarytool. On macOS 26.3 (Tahoe, Build 25D125), the package is rejected by Gatekeeper when downloaded from the internet. Notarization stuck In Progress for 2+ days
Since 2026-03-17 09:06 UTC, all notarization submissions for one of our teams are stuck in "In Progress" indefinitely. Submission logs return "not yet available", indicating Apple's backend has not started processing. All notarization submissions stuck "In Progress"
From what I can tell, it seems that this is something standard that we have to deal with; however, what is annoying and frustrating is I paid good money to have this service work. My application is for important internal use at our company, and this is causing major issues and starting to make me look pretty bad, frankly. On top of that, there is no feedback at all, no reason given. Notarizing darwin binaries... Conducting pre-submission checks for aria.zip and initiating connection to the Apple notary service... Notarization Requests In Progress
Hello, I am following up on several notarization requests in order to understand the process better. I submitted my first notary request yesterday and it took several hours to complete (where I submitted two other requests along the way thinking they may be stuck). They were all accepted after ~3 hours had passed since the first request was made. In that time I discovered a bug and had to rebuild/codesign, and submitted to notarize again. I've now had two requests with the new build (.zip file) "in progress" for ~18 hours. The bug fix I made between builds was innocuous and I'm wondering if my jobs are getting flagged due to recent account lockouts when I was first setting up my organizations' developer account. I've seen several replies here in the forum from DTS Engineers - hi Quinn :), so I'm aware of the possibility of 'rare' in-depth analysis, however I've experienced it in 100% of my requests. What is causing my requests to always require in-depth analysis and is there anything I can do to prevent it? My notarytool history is below for reference. I have 6 submissions spanning from March 4 to March 11, 2026, and none of them have completed or returned any errors. Notarization services is not returning notarization status
Hi, I have uploaded the package to notarize using the xcrun command. Verbose logs shows that the upload is success and it shows the submission id as well. After that it is in loop to get the status of the upload. Following is the command I have used. Team not configured for notarization — no response from Developer Programs Support for 9+ days
I'm unable to notarize my macOS app — notarytool returns statusCode 7000 ("Team is not yet configured for notarization"). My Developer ID certificate is valid (expires 2031), code signing works fine. Timeline: March 4 — opened case 102832266798 via Developer Programs Support March 6 — Apple replied, but the email never arrived (not in spam either) March 9 — sent follow-up requesting the response be resent — no reply March 13 — opened new case 102840272497 via Program Enrollment form — waiting It's been 9 days with no resolution. When checking using: xcrun notarytool history all recent submissions appear as: status: In Progress Additionally: No logs are available for these submissions. notarytool --wait eventually times out after 30 minutes with exit code 124. The app bundles are signed with a valid Developer ID Application certificate. All embedded frameworks and dylibs are individually signed using: --options runtime --timestamp Earlier submissions on the same day (for example df41010c-a3c6-4e2d-a455-b657693e8541) were successfully notarized and returned Accepted, so the signing configuration appears to be correct. Because many submissions across different files (DMG and ZIP) are stuck in the same state, it seems possible that the notarization service queue may be stalled. Could you please help confirm: Whether these notarization submissions are stuck on the Apple notarization service side If there is currently a service issue affecting notarization processing Whether I should cancel and resubmit these uploads Any guidance would be greatly appreciated. Agreed to legal agreements but still get "required agreement is missing or has expired"
We've been notarizing apps for a while now and have been through agreement changes before. But we still keep getting the following error when trying to notarize: Conducting pre-submission checks for myapp.dmg and initiating connection to the Apple notary service... Error: HTTP status code: 403. A required agreement is missing or has expired. This request requires an in-effect agreement that has not been signed or has expired. Ensure your team has signed the necessary legal agreements and that they are not expired. We've been through every document in our account to ensure it is signed. Is there any way to determine what document is not signed or what our issue is ? ...thanks

Notarization submissions stuck "In Progress" for 24+ hours - new team first submissions
Hi, I'm notarizing my Electron macOS app (DMG) for the first time with our new Developer ID, and most submissions have been stuck in "In Progress" for over 24 hours. Environment: Team ID: BSS9KAH6Z2 Certificate: Developer ID Application (valid until 2031) Tool: xcrun notarytool submit (Xcode CLI) App: Electron 28, signed with hardened runtime File: DMG (~131MB), 104 files inside .app What happened: Total 19 submissions over the past 24 hours Only 4 were Accepted (2 DMGs + 2 zips) The other 15 are still "In Progress" with no log available The 4 Accepted ones took 1~1.5 hours each codesign --verify --deep --strict passes with no issues Accepted submission log shows "issues": null Apple System Status shows "Developer ID Notary Service: Available" What I've tried: Submitting as DMG directly Submitting as ditto zip of .app Submitting via electron-builder's built-in notarize Using both app-specific password and keychain profile auth Verified entitlements (allow-jit, disable-library-validation) Since some submissions did get Accepted, I don't think there's an issue with my signing or configuration. Error 7000 — Locked out of notarization and support portal, seeking guidance

First-time Notarization for new Mac app stuck in "In Progress" for 3 days
Hello, I am a new macOS developer. I've been working on my first Mac application and I am trying to notarize it for distribution using notarytool. However, I've encountered a persistent issue where all my submissions are stuck in the "In Progress" status for several days. As this is my first time going through this process, I initially thought I might have done something wrong. However, I have verified my app with codesign --verify --verbose --deep and it returns "valid on disk" and "satisfies its Designated Requirement". I have also tried bumping the version from 0.1.0 to 0.1.1 and removing spaces from the file names, but the new submission is also stuck. notarytool not completing
I'm trying to sign my application but the build times out after 90 minutes waiting for notarytool to return. This seems to be getting worse and worse. I have now updated the timeout to 10hours, to see if I can get a response at all. Something is very wrong with the tool. This was working fine up until about the 28th March 2026.

DMG notarization stuck In Progress 19+ hours — 8 submissions, no logs, ZIP accepted immediately
We have 8 consecutive notarytool submit submissions for the same .dmg artifact all stuck In Progress with no movement and no logs available. Submission IDs (all Recall-0.3.6-arm64.dmg, Team ID: H9S7XRPUCA): Diagnostic evidence: notarytool log on all 8 returns exit 69 (log not available) — no rejection reason, no processing output The app bundle submitted as a ZIP (same binary, same signing, submission d21e9fea) was accepted in 41 seconds at 2026-03-27T02:15Z A separate probe submission of a small signed binary on the same team (fcf018c5) was accepted in ~5 minutes All prior Recall DMG builds (0.1.0–0.3.5) processed normally in ~8 minutes on this same team Normal processing time for this team/account is ~8 minutes Conclusion: Content and signing are clean. Account queue is healthy. The issue appears specific to the DMG submission path for this build. Requesting Apple investigate the stuck DMG submissions and advise on next steps.

Notarization stuck "In Progress" — both DMG and ZIP, Electron app, 5+ attempts
All notarization submissions remain stuck "In Progress" and never complete. Tested both DMG and ZIP formats — same result. This has been consistent across 5+ attempts on March 29, 2026. App: Electron desktop app (arm64), signed with Developer ID Application, hardened runtime enabled, secure timestamp present. DMG submissions (all stuck): 568cc9c3-e711-41ba-99ce-6af5a1860ae9 (10 min timeout) e0a345c3-ddf8-4771-bdda-e0bc133ff723 (20 min timeout) 6757e5a9-d95b-45b3-95d5-41cb23384bea (20 min timeout) ZIP submission (.app bundle via ditto, ~207MB): Also stuck "In Progress" for 10+ minutes notarytool log returns "Submission log is not yet available" for all submissions. Developer ID Notary Service shows "Available" on System Status page. Environment: macOS GitHub Actions runner (macos-latest), latest Xcode, xcrun notarytool. Seeing similar reports from other developers this week. Is there a known service issue?

Notarization stuck "In Progress" — app uses audio, clipboard and accessibility APIs
Hi, My first notarization submission has been stuck in "In Progress" for several hours with no status change. I'm wondering if it's being held for in-depth analysis given the nature of the app. The app is a macOS dictation utility triggered by a global hotkey. It captures audio input, transcribes it, and pastes the result at the cursor position in whatever app the user is focused on. Because of how it works, it relies on a combination of APIs that may be less common in typical submissions: continuous microphone access, programmatic clipboard manipulation, global keyboard event monitoring, and Accessibility APIs to inject text into the frontmost application. This is the first submission for this app, so there's no prior notarization history for the system to learn from. Is this the kind of profile that typically triggers in-depth analysis? Is there anything I should check or provide, or is waiting the right move here? Thanks

xcrun -v notarytool -> rc = 69
The following process to sign my .pkg installer for distribution outside the app store have been working for over a year and recently the notarization fails with a rc = 69. I not aware of any changes other then xtools updates for the latest macos 15.6.1. Admittedly I felt lucky to have gotten it all to work initially and I could really use help. Thanks in advance! Code Signing "Invalid", No Reason Given
Hello, At work, we want to release a new version of our cross-platform desktop application this week. Unfortunately, I've had issues getting the dmg signed by the Apple notary service, which will delay the release until it's successful. However, I remade and successfully signed the previously released version (also dmg) with the same credentials, so I know it's not a problem with the file format or my account. I have tried the following to no avail: Lots of Googling Running xcrun notarytool submit with the -v option (verbose) to see more error messages Going to the URL given (appstoreconnect.apple.com/notary/v2/submissions/{submission_id}) and examining the file it downloaded (not much info, let alone helpful info) Contacting Apple developer support over the phone (they couldn't help with this particular issue, since it's "code-level support") The only big change we made this time was switching to Maven for our build tool and dependency management (we previously used Ant with manual dependency management). Does anyone here have any insight? Is there a list of known issues or dependencies that will cause a submission to be invalidated? Or, even better, any way to see why the submission is invalid? I'm distributing a macOS .pkg installer signed with Developer ID Installer and notarized via notarytool. On macOS 26.3 (Tahoe, Build 25D125), the package is rejected by Gatekeeper when downloaded from the internet. Since 2026-03-17 09:06 UTC, all notarization submissions for one of our teams are stuck in "In Progress" indefinitely. Submission logs return "not yet available", indicating Apple's backend has not started processing. Sample submission IDs: 789d40c4-ff83-469f-9b9b-2ac93183125e 2d4685ed-56ac-49db-8e38-63f0b15650c1 5dc3f242-0add-4725-8386-bb32f8383240 18+ submissions affected. From what I can tell, it seems that this is something standard that we have to deal with; however, what is annoying and frustrating is I paid good money to have this service work. My application is for important internal use at our company, and this is causing major issues and starting to make me look pretty bad, frankly. Notarization Requests In Progress
Hello, I am following up on several notarization requests in order to understand the process better. I submitted my first notary request yesterday and it took several hours to complete (where I submitted two other requests along the way thinking they may be stuck). They were all accepted after ~3 hours had passed since the first request was made. In that time I discovered a bug and had to rebuild/codesign, and submitted to notarize again. I've now had two requests with the new build (.zip file) "in progress" for ~18 hours. The bug fix I made between builds was innocuous and I'm wondering if my jobs are getting flagged due to recent account lockouts when I was first setting up my organizations' developer account. I've seen several replies here in the forum from DTS Engineers - hi Quinn :), so I'm aware of the possibility of 'rare' in-depth analysis, however I've experienced it in 100% of my requests. What is causing my requests to always require in-depth analysis and is there anything I can do to prevent it? My notarytool history is below for reference. Notarization services is not returning notarization status
Hi, I have uploaded the package to notarize using the xcrun command. Verbose logs shows that the upload is success and it shows the submission id as well. Team not configured for notarization — no response from Developer Programs Support for 9+ days
I'm unable to notarize my macOS app — notarytool returns statusCode 7000 ("Team is not yet configured for notarization"). My Developer ID certificate is valid (expires 2031), code signing works fine. Notarization submissions stuck “In Progress” for 5+ days (SwiftUI macOS menu bar app) Hello, I’m experiencing an issue where all notarization submissions remain “In Progress” for several days. Environment macOS native app written in Swift / SwiftUI Menu bar application Built with Xcode Developer ID Application signing Hardened Runtime enabled App Sandbox disabled Uses SMAppService for “Start at Login” Artifact structure ClaudeUsageTracker.zip └ ClaudeUsageTracker.app (no nested directory) Verification codesign --verify --deep --strict --verbose=2 ClaudeUsageTracker.app This succeeds without errors. Notarization submissions 2026-03-06 — In Progress ID=215814fc-57c5-4f99-88fe-ed2db4d3e3d9 2026-03-06 — In Progress ID=70948178-191c-4840-a9c7-52c321b725e5 2026-03-09 — In Progress ID=14a88b79-df4d-4d83-9bfe-fa6eafc9bf76 All submissions remain In Progress for 5+ days, and notarytool log is not available yet. Command used xcrun notarytool submit ClaudeUsageTracker.zip \ --keychain-profile "notarytool-profile" The app is a small utility and the archive is only a few MB. Is there a known issue with the notarization queue or with accounts getting stuck in a processing state? Any guidance would be appreciated. Thanks. Notarization submissions stuck in "In Progress" for many hours with no logs
Hi, I currently have multiple notarization submissions that have been stuck in "In Progress" status for many hours without any updates. Here are several examples from my recent submissions: Submission IDs: 01f7a80e-a9cc-49b3-bb93-94b126cf3124 (a.dmg) 7af2b25f-e131-40a4-bcd3-0f7583ebbdc2 (a.dmg) 2b35ec79-d851-41d6-a900-788d4201a273 (b.dmg) 8194b1af-a270-4de9-92f1-ce2a8d4782f2 (c.dmg) 2608dcfc-7652-4efa-97e3-1749e7130dcb (d.zip) These submissions were created between March 11 and March 12, and all of them remain stuck in the "In Progress" state indefinitely. When checking using: xcrun notarytool history all recent submissions appear as: status: In Progress Additionally: No logs are available for these submissions. notarytool --wait eventually times out after 30 minutes with exit code 124. The app bundles are signed with a valid Developer ID Application certificate. All embedded frameworks and dylibs are individually signed using: --options runtime --timestamp Earlier submissions on the same day (for example df41010c-a3c6-4e2d-a455-b657693e8541) were successfully notarized and returned Accepted, so the signing configuration appears to be correct. Because many submissions across different files (DMG and ZIP) are stuck in the same state, it seems possible that the notarization service queue may be stalled. Could you please help confirm: Whether these notarization submissions are stuck on the Apple notarization service side If there is currently a service issue affecting notarization processing Whether I should cancel and resubmit these uploads Any guidance would be greatly appreciated.
