Apple developer enrollment

Hello,

I am experiencing a critical billing loop during Apple Developer Program enrollment that prevents me from completing my purchase.

The Issue: My Apple ID is correctly set to Kosovo, but when I attempt to complete the enrollment payment on the web (as directed by the Apple Developer App), the system redirects me to the United States storefront (/shop/checkout).

The Blocker: Because I am being forced into the US storefront, the "Country/Region" field is greyed out and hard-locked to "United States." Since I am located in Kosovo, I cannot provide a US billing address or zip code, making it impossible to submit the form.

Platform: Both Safari and Chrome (Incognito doesn't fix the redirect)

I have already spoken to general AppleCare support, but they were unable to assist with Developer-specific billing overrides. I need an Enrollment Specialist to provide a Direct Payment Link or a Global Credit Card Form that bypasses the localized storefront redirect.
